Online Application Process for Encumbrance Certificate

The TNREGINET portal provides a simple, complete online service for users. First-time users need to create an account to use this services.

  • Portal Access and Registration: Visit tnreginet.gov.in. Click on User registration under the Registration option. Add username, password, address, ID number (Aadhaar/PAN/driving license) and contact Information./
  • OTP Code: Verify the OTP send to your mobile number.

  • Login and Navigation: Enter your username and password then click on “Sign In”.

    • Location: Zone, district, SRO.
    • Period: Start and end dates (e.g., 01/01/2015 to 31/12/2025).
    • Survey/House: Village, survey/subdivision number, plot/flat/door number, ward/block, boundaries.

  • Review and Apply: Scan the transaction history. If all is correct, click “Apply Online”.
  • Personal and Payment Details: Enter your name and contact information. Check the fee then proceed to e-payments.
  • Make Payment: Choose payment method (net banking/UPI/card), select a bank, and complete the transaction. You will receive a CIN (Challan Identification Number), bank reference, and transaction ID, save it for tracking.
  • Submission and Verification: After you submit, the application is sent to the SRO for checking (this is automatic in most cases). Once approved, you will receive an SMS notification. Your digitally signed EC, with a QR code on every page, will be sent to your email and also available in your dashboard.
  • Download and View EC: Visit to “E-Services” > “Encumbrance Certificate” > “Request List.” Download the PDF.

Offline Application Process for Encumbrance Certificate

If you don’t use online process, visit to local SRO for offline process. Follow these steps:

  • Download/print the Form 22 from the official portal.
  • Fill the form property information, period and applicant data.
  • Submit with documents (title deed, ID proof) and pay fees at the counter (cash/PoS up to Rs.1,000).
  • Get the slip. The officer verifies and issue the EC.

Processing Time and Validity

  • Online: 5-7 working days (instant for simple searches; SRO review for others).
  • Offline: 15-30 days (up to 4 days in computerized SROs).
  • Validity: Valid permanently for the selected time period, but you need to apply again if you need records for new dates. For most transactions, ECs are accepted for up to 6 months, though banks may ask for a more recent copy.

  • Click on “View/Download Encumbrance Certificate”.

  • Search by Property (Recommended for Unknown Deeds): Select zone (23 zones, e.g., Coimbatore South), district (38 options), taluk, village (dropdown populates post-taluk). Enter S.No. (e.g., 45/2A), S.S.No. (e.g., 1), start date (DD-MM-YYYY), end date. For urban flats, add T.S. No. (Town Survey) and old S.No. if subdivided.

  • Type the captcha text exactly as shown (it is case-sensitive). An audio option is available for visually impaired users. Click “Add” to save the details to the queue. You can search for up to 5 properties at the same time.
  • Click “Search” and wait for 10-60 seconds.
EC-TNREGINET
  • Click “Download EC” button, formats: PDF (default, A4 landscape), XML (for bulk), CSV (transaction export).
  • Verification: After downloading, use the “Verify Document” tool. Upload the PDF, and the system will automatically match its hash with the IGR database to confirm authenticity (99.9% system availability).
  • Storage Period: Files remain available in the “My EC History” section for 180 days, after which they are automatically archived in cloud storage.
